Blast Shelters are places designed for people to go to in order to protect themselves from blasts caused by bombs. Another type is a fallout shelter, however these differ as they are designed to protect from radioactive precipitation where as blast shelters are designed to protect against overpressure and shock waves.
They deflect blast waves away from the location, this prevents internal and ear injuries. A standard structure would collapse from as little as 3psi of overpressure; however blast shelters can resists several hundred psi.
DOORS
Commonly Expedient Blast Shelters are structures (Civil Engineering) that contain buried pipes or tubes such as rapid transit tunnels or sewage (these tubes and pipes are always large in size). They do not however function on their own and need other additions to make them work:

The Door
The doors are one of the most important components to help the shelter function; they must be at least as strong as the walls. The door is usually constructed from steel, this reduces weight. They then have fitted steel lintel and frame welded to the steel reinforcement of the concrete.
If the door is on the lands surface and will be exposed to the blasts, the door should be counter sunk at the edges, this stops the blast wave lifting the edge. If possible they should be constructed so the door is not directly on the surface and is sheltered by other structures.
The structure must always have a secondary Blast Door incase the primary one becomes blocked.
